Maryland's MVA looks up a given bike in something called the Polk Book. It shows state-to-state laws. Each state will have its own set of instructions. For instance, if the bike is from Alabama, the MVA will look under AL and it might say:

  1. Bill of sale
  2. Receipt of payment
  3. Letter from previous owner's high school guidance counselor, etc...
If you are interested in a bike you need to call the MVA and tell them the state the bike the bike comes from, year, make, VIN, and model. Then they will look up the state in the Polk Book and tell you what documents you will need.
